Arts Entertainment

Arts entertainment includes stage plays, musicals, dance performances, art exhibitions, variety shows and pop/rock concerts. Other than certain arts events that are exempt from licensing, all indoor or outdoor events that are open to the public require an arts entertainment licence.

For the Exemption Order for Specified Arts Entertainment, please click here.

Any organisation or individual can apply for an Arts Entertainment Licence.

Applications can be submitted online with all the relevant event details and supporting documents.

The content of arts entertainment is assessed and classified based on the submitted materials (for e.g. play scripts, concert set-lists, song lyrics, images and video footages etc.). For events that are deemed controversial, the views of the Arts Consultative Panel (ACP) will be sought before a classification decision is made.

Classification enables greater choice for adults while protecting the young from content which may be harmful and not suitable for them. There are three classification categories for arts performances: General, Advisory and R18.

To find out the rating/advisory given to stage plays licensed by MDA, please refer to the Arts Classification Database.

There is a standard set of conditions to be adhered to by all holders of Arts Entertainment Licences.

Certain genres of arts entertainment events/activities are exempted from arts licensing, subject to conditions of the Public Entertainment and Meetings Act.

Arts entertainment organised by exempted institutions do not require an Arts Entertainment Licence.
