Refund of 2011 Radio and TV (RTV) licence fees

1. When and how will l be receiving my refund of the 2011 radio and TV (RTV) licence fee paid?

If you have paid your 2011 licence fees in full without any past outstanding RTV fees for 2010 or before, you will receive a full refund in the form of a cheque, by post. The refund cheques will be mailed progressively in batches to about 1.1 million RTV licensees. All refund cheques are expected to be sent by 30 Apr 2011.

Please be reminded to deposit the refund cheque into your bank account within 6 months from cheque issuance date.

If you have not received your refund cheque, please call our Customer Service Hotline at 1800 478 5478 for information.


2. I have paid $110 for my 2011 TV licence fee,
a) why am I not getting a full refund of $110?
b) why am I not getting any refund?

a) As you have outstanding RTV licence fees from previous years, part of your 2011 payment was used to offset the outstanding fees. This is why you only received a partial refund of the remaining balance.

b) As you have outstanding RTV licence fees from previous years, your 2011 payment was used to fully offset the outstanding fees. There is no remaining balance to be refunded to you.

3. What is the breakdown of the refund issued to me?

You can visit http://mdaonline.mda.gov.sg to check for the breakdown of your refund:

a) Click on “Enquiry on Refund by Cheque Number”
b) Login using your SingPass
c) Key in the 6-digit cheque number

Alternatively, you may call the MDA Customer Service Hotline at 1800 478 5478 to enquire on your refund details.


4. I have not received my refund cheque, what should I do?

If you have not received your refund cheque by 30 Apr 2011, please call our Customer Service Hotline at 1800 478 5478 for information.


5. I accidentally tore/damaged the refund cheque, can MDA re-issue a refund cheque to me?

Please return the original cheque to MDA by post. We will re-issue you a cheque within 14 working days upon receipt of the original cheque.


6. My bank account name is different from the name I used to apply for my TV licence. Can MDA re-issue a cheque to me in my bank account name?

Please return the original cheque to MDA by post, together with a copy of your NRIC and deed poll (where applicable). We will re-issue you a cheque within 14 working days upon receipt of the original cheque.


7. I have misplaced the refund cheque. Can MDA re-issue a cheque to me?

Please verify your bank statement to ensure that the cheque has not been deposited into your bank account.

Please call MDA Customer Service Hotline for a copy of Declaration form to be mailed to you. Please return the duly filled form together with a copy of your NRIC (front and back) to MDA for us to process reissuance of cheque to you within 14 working days.

You may send the document to MDA via the Online feedback form at http://mdaonline.mda.gov.sg, or email us at feedback@mailbox.mda.gov.sg or fax to us at 65773600.

We will re-issue you a new cheque within 14 working days of receiving your completed Declaration form and NRIC, and upon verifying that the original cheque has not been presented. Please note that the original cheque will be cancelled and cannot be presented, upon re-issuance of a new cheque.


8. I received MDA’s refund cheque but did not deposit it within 6 months and the cheque has expired. How will I get my refund?

Please send your request to MDA via the Online feedback form at http://mdaonline.mda.gov.sg or email us at feedback@mailbox.mda.gov.sg for re-issuance of a new cheque.

We will re-issue you a new cheque within 14 working days of your request, after verifying that the original cheque has expired and not been presented.


9. Can a family member claim the refund on behalf of a licensee who is demised?

Family members of a demised licensee can claim the refund on behalf, upon producing the following documents:

a) Copy of claimant’s NRIC
b) Copy of documents to prove relationship between claimant and licensee (e.g. Marriage Certificate, Birth Certificate, etc)
c) Completed and signed Indemnity form
d) If the family has already received a refund cheque issued in the name of the demised licensee, the original cheque should be returned to MDA

Except for the original cheque to be returned to MDA via post or in person, the claimant may send the rest of the documents to MDA via the Online feedback form at http://mdaonline.mda.gov.sg, or email to feedback@mailbox.mda.gov.sg, or fax to 6577 3600.

Upon verification of the documents, a refund cheque will be sent to the claimant’s address within 14 working days. Please note that the original cheque will be cancelled and cannot be presented.

Alternatively, the claimant can personally submit the documents at the MDA Customer Service Counters at 3 Fusionopolis Way #14-22 Symbiosis S138633 (Monday to Friday from 8.30am to 5.30pm) to collect the refund.


Payment of Outstanding RTV licence fees

10. How will I know if I have any outstanding radio and TV licence (RTV) fees? How and when must I pay up?

MDA will send a Final Payment Reminder to licensees with any outstanding RTV fees for 2010 or before.

Please make full payment at any of the following payment channels:
a) AXS Station with your NRIC number
b) SingPost branch with the MDA Payment Advice
c) MDA Online with your SingPass

Failure to pay is an offence under the Broadcasting Act.

You can log on to http://mdaonline.mda.gov.sg with your SingPass or call the MDA Customer Service Hotline at 1800 478 5478 to check your licence account status.


11. Why do I still get a Final Payment Reminder when I have paid $110 for my 2011 TV licence fee?

Radio and TV (RTV) licences have been abolished with effect from 1 January 2011. All outstanding RTV licence fees for 2010 or before, are still payable. If you have any outstanding licence fees from previous years, your 2011 payment will be offset against the outstanding fees. If the offset was not enough to cover the outstanding amount, you will receive a Final Payment Reminder for the balance payable.

Please make full payment at any of the following payment channels:
a) AXS Station with your NRIC number
b) SingPost branch with the MDA Payment Advice
c) MDA Online with your SingPass

Failure to pay is an offence under the Broadcasting Act.


12. Does MDA offer assistance for families having difficulty paying their outstanding RTV licence fees?

Families facing difficulty with their RTV licence fee payments can call the MDA Customer Service Hotline at 1800 478 5478 for assistance.


13. How do I check my licence account status? Who can I approach if I have queries?

You can log on to http://mdaonline.mda.gov.sg with your SingPass to check your licence account status. For more information, please send your queries to MDA via any of the following channels:
