General Guidelines
Any publication that denigrates any race or religion, or offends the sensitivities of any racial or religious group, is disallowed in Singapore. Importers and distributors are advised to exercise responsibility and caution with such publications.
Particular attention should be given to:
- • Publications that glorify, promote or justify acts of violence as a religious duty
- • Portrayals of religious beliefs, figures and practices that could be regarded as irreverent by religious groups
- • Illustrations/visuals of Prophet Muhammad
- • Desecration of religious images, symbols and objects, for example, the defacement of a religious symbol
- • Publications that promote hatred and enmity against other racial and religious groups
Religious tracts – in the form of handouts, leaflets, brochures, for example – should be treated stringently because they can be freely distributed to the public, and have the potential to offend religious sensitivities.
Exercising Caution
In addition to ensuring that religious publications do not undermine racial and religious harmony in Singapore, importers and distributors must:
- • Ensure that radical publications and works by radical writers are not made available in Singapore
- • Keep a look out for publications that carry dangerous pro-terrorist philosophies
