Importers need to ensure that the publications/ audio materials brought in for distribution do not feature content which could be considered objectionable on moral, racial or religious grounds, or deemed detrimental to Singapore’s national interests.
Registered Importers Scheme
More than 2 million publications and 300,000 audio materials are imported into Singapore each year. The Registered Importers Scheme was introduced in 1997 to facilitate the speedy clearance of publications and to ensure the timely flow of information to readers.

Guidelines for Importers
MDA issues the following content guidelines to assist registered importers and distributors make decisions. These guidelines have been developed in consultation with the Publications Consultative Panel to reflect community standards:

Training sessions are also held regularly to familiarise importers with the content guidelines and content policies.
When to Consult MDA
Importers are encouraged to consult MDA when they are in doubt over certain publications, for example, adult interest lifestyle magazines. MDA will then deliberate and post its decision on the Registered Importers' Database, for reference by all registered importers.
