Overview
The Media Development Authority of Singapore (MDA) and MediaCorp TV Singapore Pte Ltd (MediaCorp) jointly invite the second round of proposal submissions from Singapore-registered companies with Media as their primary SSIC code, and/or production teams made up of Singaporeans and Permanent Residents (PR) to produce original theme songs for nine (9) identified MediaCorp drama series.
A well composed theme song connects and resonates with the viewers by capturing the essential notes of emotions. It adds a melodic dimension to the drama and stands to enjoy an extended lease of life and impact beyond the broadcast period. Together with MediaCorp, MDA aims to develop the local music industry by giving talents a chance to showcase their musical works on MediaCorp’s FTA TV and its associated media network.
Scope
The feel and tone of proposed theme song(s) should reflect the requirements set out in the briefs provided (please refer to ANNEX A). Each theme song should take advantage of the richness of traditional and online TV to showcase the talents involved and the production team’s music capabilities. Proposed theme song(s) should be radio friendly (i.e. music designed to be well received by radio listeners).
Rights Ownership
The rights of the theme song will vest in the production team at no additional charge, provided that the production team shall grant MediaCorp and MDA the following rights: –
(1) to reproduce and use the song as a theme song for the relevant MediaCorp drama series, and to broadcast, distribute, promote and exploit the MediaCorp drama series on all platforms;
(2) to reproduce and use the song for promotional purposes in relation to the MediaCorp drama series;
(3) to include the song in soundtrack albums and theme song compilation albums, and to distribute, promote and exploit such albums, subject to revenue share terms to be mutually agreed; and
(4) a right of first refusal to distribute the theme song on digital/online platforms, subject to revenue share terms to be mutually agreed.
In addition to the above, where the programme is an MDA funded programme (whether Public Service Broadcast programme or not), the owner of the song shall grant, at no additional cost, the Government of Singapore and MDA the irrevocable, royalty-free, fully paid-up, worldwide, perpetual and non-exclusive licences in relation to the song, the right to the Government of Singapore and its designees (including all government ministries, statutory boards and educational institutions (as such term is defined in the Singapore Copyright Act)) to do all acts comprised in the copyright to the song for non-commercial promotional and non-commercial educational purposes.
The production team will be required to sign a licence agreement with MediaCorp in the attached format (please see ANNEX B). Additional rights may be granted to MediaCorp subject to mutually agreeable terms.
Assistance
Selected projects can apply for the Development Assistance Grant administered by the MDA. Successful applicants of the Development Assistance grants will receive up to S$8,000 in funding support for theme song. Disbursement of the grant amount will be upon completion of the project. Any costs incurred for the production of the selected project in excess of the Development Assistance grant shall be borne by either MediaCorp or the applicant to be mutually agreed upon. In the event the excess amount cannot be funded, the applicant shall have the right to retract participation from the Project by giving MDA and MediaCorp notice within 14 days upon in-principal approval of the Development Assistance Grant, prior to the acceptance of the Letter of Offer from MDA. Upon such notice to MDA and MediaCorp, MDA shall not extend its Development Assistance Grant Scheme to the applicant.

Eligibility
Organisations must be Singapore-registered organisations with Media as their primary SSIC code. Individual applicants must be Singaporeans or Permanent Residents. Applicants under 18 years old will require an authorisation letter from parent /legal guardian. Parent/legal guardian will also be required to sign the application form on the applicant’s behalf.
Applicants (organisation or individuals) to the Call for Proposal are encouraged to engage locals in their music production teams. MDA does not give retrospective funding. The proposed theme song should not have been commercially released prior to the effective start date of the project stated in the Letter of Offer/Agreement. MDA and MediaCorp’s decision is final. No appeal will be entertained.
Song Specifications
The proposed theme song must:
- Be a new and original intellectual property;
- Not have been released commercially at the time of application
- Be of relevance to the brief set out for the drama chosen (ANNEX A);
- Be of the same language as the proposed drama unless otherwise stated in the brief (ANNEX A);
- Involve professional audio production (only at final delivery); and
- Include 6 mood music (only at final delivery)

Selection Criteria
The melody, lyrics and proposed singer must suit the requirement of the proposed title as stated in Annex A.

Administrative Procedure
Please note that each theme song proposal should be accompanied by one application form and one CD. Applicants submitting for more than one theme song proposal should have each proposal accompanied by its respective application form and CD. The hard copy of the submissions should reach MediaCorp at the stipulated deadline, addressed to the respective personnel as listed in the table below:
